Why are there two different English-dubbed versions of Sailor Moon R Movie: Promise of the Rose?

I found 2 versions: one was like the pattern Japanese version, with Japanese music and experience music and everything but with English voices, and one had music from the english-dubbed first two seasons that DiC produced. Why is that?
And do the

One is cut,and the other is uncut.The uncut is the one featuring Japanese music.

Perhaps it is because Old salt Moon franchise has exchanged pass on. One version is released when DiC still has the franchise fashion, and the other version is the new company's version.
