I have a IBM Thinkpad T60 with only a VGA put out, and an HDTV with only DVI and S-video input. Would it occupation if I used a DVI to VGA adapter and then a VGA cable to attach my laptop to the TV?

That depends, if the input is DVI-D, it won't m. If it is DVI-I, it will work.

We have HDMI which is great, and DVI-D which makes sense. But we also have D-SUB / VGA. I don't comprehend why that's there honestly. Go DVI-I and include the DVI-VGA adapter and be done with it. A panoply port to DVI adapter would have cleaned things up
